Approval to Exceed GSA Lodging for LPSC 2025

This letter from SARA is to issue a waiver for NASA grantees attending the 2025 Lunar and Planetary Science Conference (LPSC), allowing them to be reimbursed out of their grants for their actual lodging, although it’s expected to be above the approved GSA amount. This waiver does not supersede the travel policy of your institution if it is more restrictive. Note: I have specified grants (including cooperative agreements). This may also apply to those traveling on NASA contracts, but they should communicate with their contracting officers.

The host hotel for the 56th Lunar and Planetary Science Conference on March 10–14, 2025, is The Woodlands Waterway Marriott Hotel and Convention Center. Hotel information for this conference may be found at https://www.hou.usra.edu/meetings/lpsc2025/plan/.

The GSA-allowed daily lodging expense for March 2025 for zip code 77380 (for The Woodlands Waterway Marriott Hotel and Convention Center) is $128 per night. Many of the hotels may be significantly higher than the GSA allowed $128. Grantee travelers may need a waiver to cover lodging in excess of the GSA value, depending on the travel policy of your organization. This waiver does not supersede the travel policy of your institution if it is more restrictive.

By the power vested in me by the NSSC to issue approval of the actual lodging costs for a conference in “bulk” instead of individual approvals, I hereby affirm that for the 56th Lunar and Planetary Science Conference NASA, SMD grants may be charged up to $266/night plus taxes and fees, consistent with the average actual cost of the conference hotel, even though this exceeds the $128 allotted for lodging by GSA for The Woodlands for March 2025.

      Despite the MSM at the moment keeps a low profile in informing the public about the unidentified drones, the 'drone mystery' is still going on with hundreds of drones spotted across the US, especially the eastern United States. 

      Check out the size of this high-tech drone, estimated to be around 25-30 feet in length, possibly even larger. It was recently filmed flying low over New Jersey. (Watch the video of the craft at the bottom of the article.) 
      The mystery surrounding unidentified drones continues to capture attention, particularly across the eastern United States. While mainstream media (MSM) maintains a low profile in reporting on these occurrences, sightings persist, with hundreds of drones reported in various regions. 
      Officials have repeatedly assured the public that these drones pose no threat to national security. However, skepticism remains high, as the government has yet to provide a comprehensive explanation, leaving many feeling left in the dark. 
      Dr. Steven Greer recently made a prediction during an interview with Newsmax's Rob Finnerty. He claimed that the drone crisis is likely to escalate "within the next 30 days." According to Greer, the notion of a supposed "alien invasion" is a deliberate distraction designed to obscure the true nature of extraterrestrial encounters, which he asserts have been ongoing for decades. This statement has sparked further speculation among those following developments in the UFO community. 
      Adding to the anticipation, investigative journalist Ross Coulthart has forecasted that 2025 will mark a turning point in public awareness about extraterrestrial matters. Describing the current period as “the calm before the storm,” Coulthart envisions transformative revelations in the coming year. 
      Michael Salla, Ph.D., another figure in the disclosure movement, has reported information from a retired U.S. Army serviceman, identified as JP. According to JP, factions within the U.S. military, referred to as "White Hats," along with an international coalition known as the “Earth Alliance,” are preparing to disclose advanced alien technology to the public. This advanced technology, allegedly hidden for decades by shadowy "deep state" organizations and defense contractors, includes three medium-sized cigar-shaped spacecraft and numerous unidentified aerial phenomena (UAPs) stored in an underground facility in Tampa, Florida. These alleged alien-tech craft are said to possess advanced stealth capabilities, allowing them to blend seamlessly with their surroundings. 
      As part of a broader disclosure strategy, the unveiling of these craft is intended to prepare the public for even larger extraterrestrial revelations in the months ahead. 
      It seems as two opposing forces are at play: 
      The Deep State: Allegedly leveraging drones and orbs sightings as part of a staged operation to manipulate public perception to fabricate the illusion of an alien invasion in an attempt to hide the real truth about extraterrestrial encounters and maintain the secrecy around covert programs and maintain control over advanced technologies acquired over the past 70 years. 
      The Earth Alliance: Seeking to reveal genuine alien technology obtained from real UFO crashes, confirming the existence of extraterrestrial life and promoting transparency.

      Gator SpeaksNASA/Stennis This time of year is one Gator enjoys. The ending of one year and beginning of another provides the opportunity to reflect, reset, and refocus.
      This is true at NASA Stennis, a place that powers space dreams, or for someone who enjoys staying up to date with all the happenings around NASA Stennis – you!
      In 2024, Gator witnessed the legacy of excellence continue at the south Mississippi NASA center. There were milestones reached with RS-25 engine testing and preparations for testing NASA’s new exploration upper stage for future Artemis missions, the center continued to fuel the space market with its support of commercial companies at the E Test Complex, and it was announced the historic in-space payload mission for the NASA Stennis Autonomous Systems Laboratory team would continue.
      Another bright spot at NASA Stennis is range operations. The partnership between NASA Stennis and Skydweller Aero represents the first big step in this area. In 2024, NASA Stennis entered into an agreement with Skydweller Aero for the company to operate its solar-powered autonomous aircraft in the site’s restricted airspace.
      It marks the first agreement between NASA Stennis and a commercial company to use the center’s unique capabilities to support testing and operation of uncrewed systems.
      The future is indeed bright. The new year is like the NASA Stennis buffer zone. The 125,000-plus acre buffer zone enables many opportunities for site achievement and advancement, much like a new year does.  
      We all can make 2025 the best year to date by building on what we have accomplished and setting bold, new goals.
      Here is to 2025 – a year of focus, ambition, and collaboration. Together, we can turn our goals into achievements and make this year one of our best yet.

      A model of NASA’s SLS (Space Launch System) rocket is part of the holiday display in the Mississippi Governor’s Mansion in Jackson, the official residence of state Gov. Tate Reeves. The model symbolizes the longtime relationship and shared history between the state of Mississippi and NASA’s Stennis Space Center near Bay St. Louis, Mississippi, the nation’s largest rocket propulsion test site. Built in the 1960s, NASA Stennis tested Apollo rocket stages that carried humans to the Moon and every main engine that helped launch 135 space shuttle missions. It now is testing engines and systems for NASA’s Artemis missions and operates as a powerful aerospace and technology hub for the region and state. “We are grateful for our ongoing relationship with the state of Mississippi,” NASA Stennis Director John Bailey said. “We appreciate every opportunity to highlight the role NASA Stennis and the state play in helping to power the nation’s human space exploration program.       The NASA assistant administrator for procurement stands with leaders of NASA’s Stennis Space Center and the NASA Shared Services Center during a visit to the south Mississippi site Dec. 11 to deliver an agency update, highlighting key initiatives and priorities across NASA’s procurement activities.       Each evening this month, enjoy a sweeping view of four bright planets at once. Also look for a close approach of Venus and Saturn, Mars occulted by the Moon, and meteors!
      Skywatching Highlights
      January 3 – Quadrantid meteor shower peaks: This is a moderate shower, usually delivering 20 to 30 meteors per hour under clear, dark skies at its peak. No interference from the Moon makes this year’s peak a better bet for meteor watching.
      January 13 – Moon Occults Mars: For skywatchers in the continental U.S. and Eastern Canada, the Moon will appear to pass in front of Mars this evening. Times vary by location, so check your favorite skywatching app for details.
      January 17-18 – Venus and Saturn conjunction: Over a couple of weeks, the two planets come within just a couple of finger widths’ distance apart in the sky (about 2 degrees). They’re at their closest on the 17th and 18th. 
      All month – Four planets Visible: In the first couple of hours after dark, you’ll find Venus and Saturn in the southwest, Jupiter high overhead, and Mars in the east. (Uranus and Neptune are there too, but a telescope is needed to see them.) Planets always appear a long a line on the sky to the “alignment” isn’t special. What’s less common is seeing four or five bright planets at once, which doesn’t happen every year. Is it a “planet parade”? This isn’t a technical term in astronomy, so call it what you wish!
      All month – Mars at Opposition: The Red Planet is directly opposite the Sun from Earth and shines brightly all night. It’s in the east as night falls and in the southwest at dawn.

      What’s Up for January?
      Cue the planet parade, Saturn and Venus cross paths, Mars expresses its opposition, and the outlook for the Quadrantid meteors.
      In January, you’ll have the opportunity to take in four bright planets in a single, sweeping view.

NASA/JPL-Caltech All month after dark, you’ll find Venus and Saturn in the southwest for the first couple of hours, while Jupiter shines brightly high overhead, and Mars rises in the east. Uranus and Neptune are there too, technically, but they don’t appear as “bright planets.” These multi-planet viewing opportunities aren’t super rare, but they don’t happen every year, so it’s worth checking it out. 
      Now, these events are sometimes called “alignments” of the planets, and while it’s true that they will appear more or less along a line across the sky, that’s what planets always do. That line is called the ecliptic, and it represents the plane of the solar system in which the planets orbit around the Sun. This is, incidentally, why we sometimes observe planets appearing to approach closely to each other on the sky, as we view them along a line while they careen around the cosmic racetrack.

NASA/JPL-Caltech This is exactly what we’ll be seeing from Venus and Saturn as they head for a super close approach in mid-January. After the beginning of the month, they quickly get closer and closer each evening, appearing at their most cozy on the 17th and 18th before going their separate ways. Remember, they’re really hundreds of millions of miles apart in space, so when you observe them, you’re staring clear across the solar system!  
      Mars reaches “opposition” this month, which is when the planet lies directly on the opposite side of Earth from the Sun, forming a straight line. This is around the time when the planet is at its closest to Earth, making it appear at its biggest and brightest. For Mars, oppositions happen about every two years. This one won’t be the most spectacular ever, but it’s still closer than average, and provides a great opportunity to observe the nearby planet where NASA has five missions currently operating. 
      And on the 13th, the full Moon cozies up to Mars, appearing super close to the Red Planet that evening. Across the U.S. and Eastern Canada, the Moon will appear to pass in front of Mars over a couple of hours, as the pair rise into the eastern sky. Mars also will be the lone planet in the sky on January mornings. You’ll find it hanging out in the west in morning twilight.
      The Quadrantid meteors peak in the early morning hours on January 3rd. Interference from moonlight won’t be a problem, as the Moon is a mere crescent and sets early in the night. The way to see the most meteors is to observe after midnight from clear, dark skies away from bright city lights, and let your eyes adapt to the dark. The meteor rate will be highest as dawn approaches, and you’ll see more meteors from rural locations than in the suburbs. Now, this is a shower best seen from the Northern Hemisphere, and observers in the Northwest and Pacific region will likely have the best viewing this year.

      NASA 2025: To the Moon, Mars, and Beyond

      Video: 00:10:27 In 1975, 10 European countries came together with a vision to collaborate on key space activities: science and astronomy, launch capabilities and space applications: the European Space Agency, ESA, was born.
      In 2025, we mark half a century of joint European achievement – filled with firsts and breakthroughs in science, exploration and technology, and the space infrastructure and economy that power Europe today.
       
      During the past five decades ESA has grown, developing ever bolder and bigger projects and adding more Member States, with Slovenia joining as the latest full Member State in January.
       
      We’ll also celebrate the 50th anniversary of ESA’s Estrack network, 30 years of satellite navigation in Europe and 20 years since ESA launched the first demonstration satellite Giove-A which laid the foundation for the EU’s own satnav constellation Galileo. Other notable celebrations are the 20th anniversary of ESA’s Business Incubation Centres, or BICs, and the 30th year in space for SOHO, the joint ESA and NASA Solar and Heliospheric Observatory.
       
      Sadly though, 2025 will mean end of science operations for Integral and Gaia. Integral, ESA's gamma-ray observatory has exotic objects in space since 2002 and Gaia concludes a decade of mapping the stars. But as some space telescopes retire, another one provides its first full data release. Launched in 2023, we expect Euclid’s data release early in the new year.
       
      Launch-wise, we’re looking forward to Copernicus Sentinel-4 and -5 (Sentinel-4 will fly on an MTG-sounder satellite and Sentinel-5 on the MetOp-SG-A1 satellite), Copernicus Sentinel-1D, Sentinel-6B and Biomass. We’ll also launch the SMILE mission, or Solar wind Magnetosphere Ionosphere Link Explorer, a joint mission with the Chinese academy of science.
       
      The most powerful version of Europe’s new heavy-lift rocket, Ariane 6, is set to fly operationally for the first time in 2025. With several European commercial launcher companies planning to conduct their first orbital launches in 2025 too, ESA is kicking off the European Launcher Challenge to support the further development of European space transportation industry.
       
      In human spaceflight, Polish ESA project astronaut Sławosz Uznański will fly to the ISS on the commercial Axiom-4 mission. Artemis II will be launched with the second European Service Module, on the first crewed mission around the Moon since 1972.
      The year that ESA looks back on a half century of European achievement will also be one of key decisions on our future. At the Ministerial Council towards the end of 2025, our Member States will convene to ensure that Europe's crucial needs, ambitions and the dreams that unite us in space become reality.
      So, in 2025, we’ll celebrate the legacy of those who came before but also help establish a foundation for the next 50 years. Join us as we look forward to a year that honours ESA’s legacy and promises new milestones in space.
