Credit: NASA NASA, on behalf of the National Oceanic and Atmospheric Administration (NOAA), has awarded a delivery order to BAE Systems Space & Mission Systems Inc. of Boulder, Colorado, to build spacecraft for the Lagrange 1 Series project as a part of NOAA’s Space Weather Next program.
The award made under the Rapid Spacecraft Acquisition IV contract, has a total value of approximately $230.6 million with the period of performance running from February 2025 to February 2035. The work will take place at the awardee’s facility in Boulder.
The firm-fixed-price delivery order covers all phases of the Lagrange 1 Series project operations including developing up to two spacecraft, instrument integration, satellite-level testing, training and support for the spacecraft flight operations team, and mission operations support. Rapid IV contracts serve as a fast and flexible means for the government to acquire spacecraft and related components, equipment, and services in support of NASA missions and other federal government agencies.
The Space Weather Next program will maintain and extend space weather observations from various orbitally stable points such as Lagrange 1, which is about a million miles from Earth. The first Space Weather Next Lagrange 1 Series launch, planned in 2029, will be the first observatory under the program and will provide continuity of real-time coronal imagery and upstream solar wind measurements. Space Weather Next will provide uninterrupted data continuity when NOAA’s Space Weather Follow On Lagrange 1 mission comes to its end of operations.
Observations of the Sun and the near-Earth space environment are important to protecting our technological infrastructure both on the ground and in space. The spacecraft will provide critical data to NOAA’s Space Weather Prediction Center which issues forecasts, warnings and alerts that help mitigate space weather impacts, including electric power outages and interruption to communications and navigation systems.
NASA and NOAA oversee the development, launch, testing, and operation of all the satellites in the Lagrange 1 Series project. NOAA is the program owner providing the requirements and funding along with managing the program, operations, data products, and dissemination to users. NASA and its commercial partners develop and build the instruments, spacecraft, and provide launch services on behalf of NOAA.

This includes members of the Senior Executive Service (SES); SL or ST employees; holding another position classified above the GS-15 level; holding a “NASA excepted” position above a certain pay level; and Schedule C appointees. 2) Your duties are such that they raise an increased likelihood of a conflict of interest, for which you would file an (OGE Form 450)(PDF) report. Widely Attended Gatherings (WAGs) Determinations Outside Activities
NASA employees are subject to regulations regarding outside employment. They are prohibited from engaging in outside activities that conflict with their official duties. In addition, the NASA Supplemental Standards of Ethical Conduct for NASA Employees, 5 C.F.R. Part 6901, require prior approval for engaging in certain types of outside employment. In these instances, employees should request approval from their local ethics official prior to accepting such outside employment.
Note that the NASA Supplemental rules also prohibit NASA employees from engaging in outside employment with a NASA contractor, subcontractor, or grantee in connection with work performed by that entity for NASA; or a party to a Space Act Agreement, Commercial Launch Act agreement, or other agreement to which NASA is a party pursuant to specific statutory authority, if the employment is in connection with work performed under that agreement.
Employees in a leave status are subject to the same legal parameters.

The post-government employment ethics statute, 18 U.S.C. § 207, applies to a former NASA employee’s communication with NASA or the Government on behalf of the former employee’s non-federal employer. Former NASA employees should contact a NASA ethics official for advice before communications or otherwise interacting with NASA or the Government on behalf of their new employer because this criminal statute may be implicated. The Procurement Integrity Act also restricts individuals who were in certain contracting roles from accepting compensated work from certain contractors for a limited period.

Headquarters and Center Ethics Officials Special Government Employees
A Special Government Employee (SGE) is an officer or employee “who is retained, designated, appointed, or employed to perform, with or without compensation, for not to exceed one hundred and thirty days during any consecutive period of three hundred and sixty-five consecutive days.” 18 U.S.C. § 202. Congress created the SGE category in 1962 to allow the federal Government to obtain the expertise it needs, while allowing experts to continue their private professional lives. As a result, some of the ethics statutes and regulations apply differently to SGEs than they do to regular executive branch employees, and some provisions do not apply at all.
Financial Disclosure
SGEs are required to file a financial disclosure report each year, usually a confidential financial disclosure report (OGE-450). Financial disclosure reporting helps NASA identify any possible financial conflicts of interest. SGEs are notified in advance of when to file.

For astronauts aboard the International Space Station, staying connected to loved ones and maintaining a sense of normalcy is critical. That is where Tandra Gill Spain, a computer resources senior project manager in NASA’s Avionics and Software Office, comes in. Spain leads the integration of applications on Apple devices and the hardware integration on the Joint Station Local Area Network, which connects the systems from various space agencies on the International Space Station. She also provides technical lead support to the Systems Engineering and Space Operations Computing teams and certifies hardware for use on the orbiting laboratory.
Spain shares about her career with NASA and more. Read on to learn about her story, her favorite project, and the advice she has for the next generation of explorers.

I am from Milwaukee, Wisconsin.
Tell us about your role at NASA.
I am the Apple subsystem manager where I lead the integration of applications on Apple devices as well as the hardware integration on the Joint Station Local Area Network. We use a variety of different software but I work specifically with our Apple products. I also provide technical lead support to the Systems Engineering and Space Operations Computing teams. In addition, I select and oversee the certification of hardware for use on the International Space Station, and I research commonly used technology and assess applicability to space operations.
How would you describe your job to family or friends who may not be familiar with NASA?
I normalize living and working in space by providing the comforts and conveniences of living on Earth.

I get the opportunity to provide the iPads and associated applications that give astronauts the resources to access the internet. Having access to the internet affords them the opportunity to stay as connected as they desire with what is going on back home on Earth (e.g., stream media content, stay in touch with family and friends, and even pay bills). I also provide hardware such as Bluetooth speakers, AirPods, video projectors, and screens.
How long have you been working for NASA?
I have been with the agency for 30 years, including 22 years as a contractor.
What advice would you give to young individuals aspiring to work in the space industry or at NASA?
I have found that there is a place for just about everyone at NASA, therefore, follow your passion. Although many of us are, you don’t have to be a scientist or engineer to work at NASA. Yearn to learn. Pause and listen to those around you. You don’t know what you don’t know, and you will be amazed what gems you’ll learn in the most unexpected situations.
Additionally, be flexible and find gratitude in every experience. Many of the roles that I’ve had over the years didn’t come from a well-crafted, laid-out plan that I executed, but came from taking advantage of the opportunities that presented themselves and doing them to the best of my ability.

I moved to Houston to work at NASA’s Johnson Space Center immediately upon graduating from college.
Is there someone in the space, aerospace, or science industry that has motivated or inspired you to work for the space program? Or someone you discovered while working for NASA who inspires you?
I spent over half of my career in the Astronaut Office, and I’ve been influenced in different ways by different people, so it wouldn’t be fair to pick just one!
What is your favorite NASA memory?
I’ve worked on so many meaningful projects, but there are two recent projects that stand out.
Humans were not created to be alone, and connection is extremely important. I was able to provide a telehealth platform for astronauts to autonomously video conference with friends and family whenever an internet connection is available. Prior to having this capability, crew were limited to one scheduled video conference a week. It makes me emotional to think that we have moms and dads orbiting the Earth on the space station and they can see their babies before they go to bed, when they wake up in the morning, or even in the middle of the night if needed.
In addition, since iPads are used for work as well as personal activities on station, it is important for my team to be able to efficiently keep the applications and security patches up to date. We completed the software integration and are in the process of wrapping up the certification of the Mac Mini to provide this capability. This will allow us to keep up with all software updates that Apple releases on a regular basis and minimize the amount of crew and flight controller team time associated with the task by approximately 85%.
Tandra Spain, her mother, Marva Herndon, and her daughter, Sasha, at her daughter’s high school graduation in 2024. What do you love sharing about station? What’s important to get across to general audiences to help them understand the benefits to life on Earth?
When I speak to the public about the space station, I like to compare our everyday lives on Earth to life on the station and highlight the use of technology to maintain the connection to those on Earth. For example, most people have a phone. Besides making a phone call, what do you use your phone for? It is amazing to know that the same capabilities exist on station, such as using apps, participating in parent teacher conferences, and more.
If you could have dinner with any astronaut, past or present, who would it be?
I would have dinner with NASA astronaut Ron McNair. He graduated from the same university as I did, and I’ve heard great stories about him.
Do you have a favorite space-related memory or moment that stands out to you?
As I mentioned previously, human connection is extremely important. As an engineer in the Astronaut Office, I worked on a project that provided more frequent email updates when Ku-Band communication was available. Previously, email was synced two to three times a day, and less on the weekend. When the capability went active, I sent the first email exchange.
What are some of the key projects you’ve worked on during your time at NASA? What have been your favorite?
There have been so many projects over the past 30 years that I don’t think I could select just one. There is something however, that I’ve done on many occasions that has brought me pure joy, which is attending outreach events as Johnson’s “Cosmo” mascot, especially Houston Astros games.

I enjoy crafting, traveling, mentoring students in Pearland Independent School District, spending time with family, and my Rooted Together community.

Preparations for Next Moonwalk Simulations Underway (and Underwater)
During the 21st Century Community Learning Centers workshop, after-school educators learn to build the “Move It” student activity from NASA’s Build, Launch and Recover Student Activity Guide.Credit: Kristen Marlatt NASA and the U.S. Department of Education are teaming up to engage students in science, technology, engineering, and math (STEM) education during after-school hours. The interagency program strives to reach approximately 1,000 middle school students in more than 60 sites across 10 states to join the program, 21st Century Community Learning Centers (CCLC).
Members of NASA Glenn Research Center’s Office of STEM Engagement traveled to Lansing, Michigan, last month to participate in a two-day professional development training with local after-school educators and facilitators. The training focused on integrating real-world STEM challenges into the 21st CCLC programs.

A Satellite for Optimal Control and Imaging (SOC-i) CubeSat awaits integration at Firefly’s Payload Processing Facility at Vandenberg Space Force Base, California on Thursday, June 6, 2024. SOC-i, along with several other CubeSats, will launch to space on an Alpha rocket during NASA’s Educational Launch of Nanosatellites (ELaNa) 43 mission as part of the agency’s CubeSat Launch Initiative and Firefly’s Venture-Class Launch Services Demonstration 2 contract.NASA NASA is collaborating with the U.S. Air Force and U.S. Space Force to offer a set of hands-on learning engagements that will help higher education institutions, faculty, and students learn more about what it takes to build small satellites and enhance the potential to be selected for flight opportunities.
Teams selected for the University Nanosatellite Program Mission Concept 2025 Summer Series will receive systems engineering training that prepares them for the industrial workforce while developing small satellite expertise at U.S. universities. The program, which runs from May through August 2025, also enhances students’ potential to be selected for flights to space as part of NASA’s CSLI (CubeSat Launch Initiative) and the U.S. Air Force University Nanosatellite Program.
“Part of NASA’s mission is to inspire the next generation,” said Liam Cheney, CSLI mission manager at the agency’s Kennedy Space Center in Florida. “The CubeSat Launch Initiative is providing opportunities for students and educators to experiment with technology and send their missions to space.”
The program allows faculty and students to form teams for the summer program without using university resources, and includes travel funding for kickoff, final event, and any in-person reviews, among other benefits.
All U.S colleges and universities are eligible, and teams at minority-serving institutions and Historically Black Colleges and Universities are strongly encouraged to apply for the Mission Concepts 2025 Summer Series in accordance with the criteria in the request for proposal. The solicitation opened on Jan. 6, with a deadline to apply by Monday, Feb. 3.
The agency’s collaboration with the U.S. Air Force and U.S. Space Force helps broaden access to space and strengthen the capabilities and knowledge of higher education institutions, faculty, and students.
NASA’s CubeSat Launch Initiative provides opportunities for CubeSats built by U.S. educational institutions, and non-profit organizations, including informal educational institutions such as museums and science centers to fly on upcoming launches. Through innovative technology partnerships NASA provides these CubeSat developers a low-cost pathway to conduct scientific investigations and technology demonstrations in space, thus enabling students, teachers, and faculty to obtain hands-on flight hardware design, development, and build experience.
