As NASA and Boeing prepare to return the company’s Starliner spacecraft uncrewed from the International Space Station to Earth, safety and mission success remain as top priorities for the teams. Mission managers will complete a series of operational and weather checks before the spacecraft undocks from the orbital complex. 

The Starliner spacecraft is the first American capsule designed to touch down on land, supporting expedited astronaut and cargo recovery on future missions and to aid the company in spacecraft refurbishment. For Starliner missions, NASA and Boeing will use potential landing locations in the White Sands Missile Range, New Mexico; Willcox, Arizona; and Dugway Proving Ground, Utah. Edwards Air Force Base in California also is available as a contingency landing site. 

Twenty-four hours before undocking, NASA analyzes weather predictions for the various landing sites. Winds at the selected landing site must be 6 mph (approximately 6 knots) or less when flying with crew, and approximately 13 mph (12 knots) or less when uncrewed. Ground temperatures must be warmer than 15 degrees Fahrenheit, and the cloud ceiling must be at least 1,000 feet. One nautical mile of visibility is required, and the area must be clear of precipitation, thunderstorms, and lightning within approximately a 22-mile (35-kilometer) radius. 

When teams proceed with undocking, Starliner will complete a series of departure burns, allowing it to reach its landing site in as little as six hours. A final weather check also occurs before the spacecraft’s deorbit burn. Winds must be at or below 10 mph (9 knots). If winds exceed these limits, teams will waive the deorbit burn, and Starliner will target another landing attempt between 24 and 31 hours later. 

Once clear to proceed, Starliner executes its deorbit burn, which lasts approximately 60 seconds, slowing it down enough to re-enter Earth’s atmosphere and committing the spacecraft to its targeted site. Immediately after the deorbit burn, Starliner repositions for service module disposal, which will burn up during re-entry over the southern Pacific Ocean. 

Following service module separation, the command module maneuvers into re-entry position. During re-entry, the capsule experiences plasma buildup – reaching temperatures up to 3,000 degrees Fahrenheit – that may interrupt communications with the spacecraft for approximately four minutes.

Once Starliner re-enters Earth’s atmosphere, the forward heatshield – located on the top of the spacecraft – is jettisoned at 30,000 feet, exposing the two drogue and three main parachutes for deployment. The parachutes will continue to slow the spacecraft down as the base heatshield is jettisoned at 3,000 feet, allowing the six landing bags to inflate. At touchdown, the spacecraft is traveling at approximately 4 mph.

The NASA and Boeing landing and recovery team is stationed at a holding zone near Starliner’s intended landing site. After landing, a series of five teams move in toward the spacecraft in a sequential order. 

The first team to approach the spacecraft is the gold team, using equipment that “sniffs” the capsule for any hypergolic fuels that didn’t fully burn off before re-entry. They also cover the spacecraft’s thrusters. Once given the all-clear, the silver team moves in. This team electrically grounds and stabilizes Starliner before the green team approaches, supplying power and cooling to the crew module since the spacecraft is powered down.

The blue team follows, documenting the recovery for public dissemination and future process review. The red team, which includes Boeing fire rescue, emergency medical technicians, and human factors engineers, then proceed to Starliner, opening the hatch.

The landing and recovery team begins unloading time-critical cargo from Starliner. The spacecraft is then transferred to Boeing facilities at NASA’s Kennedy Space Center in Florida for refurbishment ahead of its next flight. 

NASA’s Commercial Crew Program is working with the American aerospace industry through a public-private partnership to launch astronauts on American rockets and spacecraft from American soil. The program’s goal is to provide safe, reliable, and cost-effective transportation on space station missions, which will allow for additional research time. The space station remains the springboard to NASA’s next great leap in space exploration, including future missions to the Moon and, eventually, to Mars.

      Following the historic year of 1969 that saw two successful Moon landings, 1970 opened on a more sober note. Ever-tightening federal budgets forced NASA to rescope its future lunar landing plans. The need for a Saturn V to launch an experimental space station in 1972 forced the cancellation of the final Moon landing mission and an overall stretching out of the Moon landing flights. Apollo 13 slipped to April, but the crew of James Lovell, Thomas “Ken” Mattingly, and Fred W. Haise and their backups John Young, John “Jack” Swigert, and Charles Duke continued intensive training for the landing at Fra Mauro. Training included practicing their surface excursions and water egress, along with time in spacecraft simulators. The three stages of the Apollo 14 Saturn V arrived at the launch site and workers began the stacking process for that mission now planned for October 1970. Scientists met in Houston to review the preliminary findings from their studies of the lunar samples returned by Apollo 11. 
      Apollo Program Changes

On Jan. 4, 1970, NASA Deputy Administrator George Low announced the cancellation of Apollo 20, the final planned Apollo Moon landing mission. The agency needed the Saturn V rocket that would have launched Apollo 20 to launch the Apollo Applications Program (AAP) experimental space station, renamed Skylab in February 1970. Since previous NASA Administrator James Webb had precluded the building of any additional Saturn V rockets in 1968, this proved the only viable yet difficult solution.  
      In other program changes, on Jan. 13 NASA Administrator Thomas Paine addressed how NASA planned to deal with ongoing budgetary challenges. Lunar landing missions would now occur every six months instead of every four, and with the slip of Apollo 13 to April, Apollo 14 would now fly in October instead of July. Apollo 15 and 16 would fly in 1971, then AAP would launch in 1972, and three successive crews would spend, 28, 56, and 56 days aboard the station. Lunar landing missions would resume in 1973, with Apollo 17, 18, and 19 closing out the program by the following year.

On Nov. 26, 1969, Christopher Kraft , the director of flight operations at the Manned Spacecraft Center (MSC), now NASA’s Johnson Space Center in Houston, assumed the position of MSC deputy director. On Dec. 28, MSC Director Robert Gilruth named Sigurd “Sig” Sjoberg, deputy director of flight operations since 1963, to succeed Kraft. At NASA Headquarters in Washington, D.C., Associate Administrator for Manned Space Flight George Mueller resigned his position effective Dec. 10, 1969. To replace Mueller, on Jan. 8, NASA Administrator Paine named Dale Myers, vice president and general manager of the space shuttle program at North American Rockwell Corporation. On Jan. 27, Paine announced that Wernher von Braun, designer of the Saturn family of rockets and director of the Marshall Space Flight Center in Huntsville, Alabama, since its establishment in 1960, would move to NASA Headquarters and assume the position of deputy associate administrator for planning. 
      Apollo 11 Lunar Science Symposium

During the conference, the scientists discussed the chemistry, mineralogy, and petrology of the lunar samples, the search for carbon compounds and any evidence of organic material, the results of dating of the samples, and the results returned by the Early Apollo Surface Experiments Package (EASEP). Senior NASA managers including Administrator Paine, Deputy Administrator Low, and Apollo Program Director Rocco Petrone attended the conference, and Apollo 11 astronaut Edwin “Buzz” Aldrin gave a keynote speech at a dinner reception. The prestigious journal Science dedicated its Jan. 30, 1970, edition to the papers presented at the conference, dubbing it “The Moon Issue”. The Lunar Science Conference evolved into an annual event, renamed the Lunar and Planetary Science Conference in 1978, and continues to attract scientists from around the world to discuss the latest developments in lunar and planetary exploration. 
      Apollo 12

Managers released the Apollo 12 Command Module (CM) Yankee Clipper from quarantine and shipped it back to its manufacturer, the North American Rockwell plant in Downey, California, on Jan. 12. Engineers there completed a thorough inspection of the spacecraft and eventually prepared it for public display. NASA transferred Yankee Clipper to the Smithsonian Institution in 1973, and today the capsule resides at the Virginia Air & Space Center in Hampton, Virginia. NASA also released from quarantine the lunar samples and the parts of the Surveyor 3 spacecraft returned by the Apollo 12 astronauts. The scientists received their allocated samples in mid-February, while after initial examination in the Lunar Receiving Laboratory (LRL) the Surveyor parts arrived at NASA’s Jet Propulsion Laboratory in Pasadena, California, for detailed analysis. 
      Apollo 13 
      As the first step in the programmatic rescheduling of all Moon landings, on Jan. 7, NASA announced the delay of the Apollo 13 launch from March 12 to April 11. The Saturn V rocket topped with the Apollo spacecraft had rolled out the previous December to Launch Pad 39A where workers began tests on the vehicle. The prime crew of Lovell, Mattingly, and Haise, and their backups Young, Swigert, and Duke, continued to train for the 10-day mission to land in the Fra Mauro region of the Moon.

With support from the Motorized Vessel Retriever, the three astronauts entered a boilerplate Apollo CM. Sailors lowered the capsule into the water, first in the Stable 2 or apex down position. Three self-inflating balloons righted the spacecraft into the Stable 1 apex up position within a few minutes. With assistance from the recovery team, Lovell, Mattingly, and Haise exited the spacecraft onto a life raft. A helicopter lifted them out of the life rafts using Billy Pugh nets and returned them to Retriever. Later that day, the astronauts returned to the MSC to examine Moon rocks in the LRL that the Apollo 12 astronauts had returned the previous November. 
      During their 33.5 hours on the Moon’s surface, Lovell and Haise planned to conduct two four-hour spacewalks to set up the Apollo Lunar Surface Experiment Package (ALSEP), a suite of five investigations designed to collect data about the lunar environment after the astronauts’ departure, and to conduct geologic explorations of the landing site. Mattingly planned to remain in the Command and Service Module (CSM), conducting geologic observations from lunar orbit including photographing potential future landing sites. Lovell and Haise conducted several simulations of the spacewalk timelines, including setting up the ALSEP equipment, practicing taking core samples, and photographing their activities for documentation purposes. They and their backups conducted practice sessions with the partial gravity simulator, also known as POGO, an arrangement of harnesses and servos that simulated walking in the lunar one-sixth gravity. Lovell and Young completed several flights in the Lunar Landing Training Vehicle (LLTV) that simulated the flying characteristics of the Lunar Module (LM) for the final several hundred feet of the descent to the surface.

In the LRL, technicians prepared the Apollo Lunar Sample Return Containers (ALSRC), or rock boxes, for Apollo 13. Like all missions, Apollo 13 carried two ALSRCs, with each box and lid manufactured from a single block of aluminum. Workers placed sample containers and bags and two 2-cm core sample tubes inside the two ALSRCs. Once loaded, technicians sealed the boxes under vacuum conditions so that they would not contain pressure greater than lunar ambient conditions. Engineers at MSC prepared the American flag that Lovell and Haise planned to plant on the Moon for stowage on the LM’s forward landing strut. 
      Apollo 14

As part of the rescheduling of Moon missions, NASA delayed the launch of the next flight, Apollo 14, from July to October 1970. The CSM and the LM had arrived at NASA’s Kennedy Space Center (KSC) in Florida late in 1969 and technicians conducted tests on the vehicles in the Manned Spacecraft Operations Building (MSOB). On Jan. 12, workers lowered the ascent stage of the LM onto the CSM to perform a docking test – the next time the two vehicles docked they would be on the way to the Moon and the test verified their compatibility. Workers mated the two stages of the LM on Jan. 20.

The three stages of the Apollo 14 Saturn V arrived in KSC’s cavernous Vehicle Assembly Building (VAB) in mid-January and while workers stacked the first stage on its Mobile Launch Platform on Jan. 14, they delayed stacking the remainder of the rocket stages until May 1970. That decision proved fortunate, since engineers needed to modify the second stage engines following the pogo oscillations experienced during the Apollo 13 launch.

In addition to working in spacecraft simulators, Shepard, Mitchell, Cernan, and Engle conducted suited vacuum chamber runs in MSC’s Space Environmental Simulation Laboratory (SESL) and completed their first familiarization with deploying their suite of ALSEP investigations.

Three support astronauts, William Pogue, Anthony “Tony” England, and Gordon Fullerton tested the MET prototype in simulated one-sixth lunar gravity during parabolic aircraft flights.

The agency will simultaneously pursue two landing architectures, or strategic plans, during formulation, encouraging competition and innovation, as well as cost and schedule savings.
      NASA plans to later select a single path forward for the program, which aims to better understand the mysteries of the universe, and to help determine whether the Red Planet ever hosted life. NASA is expected to confirm the program – and its design – in the second half of 2026.
      “Pursuing two potential paths forward will ensure that NASA is able bring these samples back from Mars with significant cost and schedule saving compared to the previous plan,” said NASA Administrator Bill Nelson. “These samples have the potential to change the way we understand Mars, our universe, and – ultimately – ourselves. I’d like to thank the team at NASA and the strategic review team, led by Dr. Maria Zuber, for their work.”
      In September 2024, the agency accepted 11 studies from the NASA community and industry on how best to return Martian samples to Earth. A Mars Sample Return Strategic Review team was charged with assessing the studies and then recommending a primary architecture for the campaign, including associated cost and schedule estimates.
      “NASA’s rovers are enduring Mars’ harsh environment to collect ground-breaking science samples,” said Nicky Fox, who leads NASA’s Science Mission Directorate. “We want to bring those back as quickly as possible to study them in state-of-the-art facilities. Mars Sample Return will allow scientists to understand the planet’s geological history and the evolution of climate on this barren planet where life may have existed in the past and shed light on the early solar system before life began here on Earth. This will also prepare us to safely send the first human explorers to Mars.”
      During formulation, NASA will proceed with exploring and evaluating two distinct means of landing the payload platform on Mars. The first option will leverage previously flown entry, descent, and landing system designs, namely the sky crane method, demonstrated with the Curiosity and Perseverance missions. The second option will capitalize on using new commercial capabilities to deliver the lander payload to the surface of Mars.
      For both potential options, the mission’s landed platform will carry a smaller version of the Mars Ascent Vehicle. The platform’s solar panels will be replaced with a radioisotope power system that can provide power and heat through the dust storm season at Mars, allowing for reduced complexity.
      The orbiting sample container will hold 30 of the sample tubes containing samples the Perseverance lander has been collecting from the surface of Mars. A redesign of the sample loading system on the lander, which will place the samples into the orbiting sample container, simplifies the backward planetary protection implementation by eliminating the accumulation of dust on the outside of the sample container.
      Both mission options rely on a capture, containment and return system aboard ESA’s (European Space Agency’s) Earth Return Orbiter to capture the orbiting sample container in Mars orbit. ESA is evaluating NASA’s plan.

      The third servicing mission to the Hubble Space Telescope, placed in orbit in 1990, occurred during the STS-103 mission in December 1999. During the mission, originally planned for June 2000 but accelerated by six months following unexpected failures of the telescope’s attitude control gyroscopes, the astronauts restored the facility to full functionality. During their eight-day mission that featured the first space shuttle crew to spend Christmas in space, the seven-member U.S. and European crew rendezvoused with and captured Hubble, and four astronauts in rotating teams of two conducted three lengthy and complex spacewalks to service and upgrade the telescope. They redeployed the telescope with greater capabilities than ever before to continue its mission to help scientists unlock the secrets of the universe.

The discovery after the Hubble Space Telescope’s launch in 1990 that its primary mirror suffered from a flaw called spherical aberration disappointed scientists who could not obtain the sharp images they had expected. But thanks to the Hubble’s built-in feature of on-orbit servicing, NASA devised a plan to correct the telescope’s optics during the first planned repair mission in 1993. A second servicing mission in 1997 upgraded the telescope’s capabilities until the next mission planned for three years later. But after three of the telescope’s six gyroscopes failed in 1997, 1998, and 1999, mission rules dictated a call up mission in case additional gyroscope failures sent Hubble into a safe mode. NASA elected to move up some of the servicing tasks from the third mission, splitting it into missions 3A and 3B, planning to fly 3A in October 1999 on Discovery’s STS-103 mission primarily to replace the failed gyroscopes. Delays to the shuttle fleet resulting from anomalies during the launch of STS-93 in July 1993 slipped STS-103 first into November and ultimately into December. Technical issues with Discovery itself pushed the launch date to mid-December, and raised concerns about having a shuttle in orbit during the Y2K transition. Once the launch had slipped to Dec. 19, mission planners cut the mission from 10 to eight days, deleting one of the four spacewalks, to ensure a return before the end of the calendar year. The servicing mission couldn’t come soon enough, as a fourth gyroscope failed aboard Hubble in mid-November, with Discovery already poised on the launch pad to prepare for STS-103. Controllers placed Hubble in a safe mode until the astronauts arrived.

To execute the third Hubble Servicing Mission, in July 1998 NASA selected an experienced four-person team to carry out a record-breaking six spacewalks on the flight then planned for June 2000. The spacewalkers included Mission Specialists Steven L. Smith serving as payload commander, John M. Grunsfeld, C. Michael Foale, and European Space Agency (ESA) astronaut Claude Nicollier from Switzerland. The addition in March 1999 of Commander Curtis L. Brown, Pilot Scott J. Kelly, and Mission Specialist ESA astronaut Jean-François A. Clervoy of France rounded out the highly experienced crew with 18 previous spaceflights among them. Brown earned the distinction as only the fifth person to fly in space six times. For Kelly, STS-103 marked his first spaceflight. Smith, Clervoy, and Grunsfeld each had flown two previous missions, Foale four including a long-duration mission aboard Mir, and Nicollier three. Smith participated in three spacewalks during the second Hubble Servicing Mission and Nicollier served as the Remote Manipulator System (RMS) or robotic arm operator during the first.

Discovery arrived back to KSC at the end of the STS-96 mission on June 6, 1999, and workers towed it to the Orbiter Processing Facility the same day to begin readying it for STS-103. The vehicle rolled over to the Vehicle Assembly Building on Nov. 4, where workers mated it with its external tank and twin solid rocket boosters, before rolling the stack out to Launch Pad 39B on Nov. 13.

The STS-103 crew berthing the Hubble into the payload bay. Beginning its 27th trip into space, Discovery lifted off from Launch Pad 39B at 7:50 p.m. EST on Dec. 19 to fix the ailing space telescope. Two days later, Brown and Kelly maneuvered Discovery to within range of Hubble so Clervoy operating the 50-foot-long RMS could grapple the telescope and berth it into the payload bay.

The duo, aided by Clervoy operating the RMS from inside Discovery, completed two of mission’s highest priority objectives. They replaced the failed gyroscopes, installing three new Rate Sensor Units, each containing two gyroscopes, to return control to the ailing telescope. They also installed six Voltage/Temperature Improvement Kits to prevent the telescope’s batteries from overheating as they aged. The excursion lasted eight hours 15 minutes, at the time the second longest spacewalk.

The main task for this excursion involved installing a new computer aboard Hubble, replacing the original 1970s vintage unit. The new radiation-hardened system ran 20 times faster and carried six times more memory while using one-third the electrical power. They also installed a fine guidance sensor before concluding the eight-hour 10-minute spacewalk.

Smith and Grunsfeld ventured outside for a second time to complete the flight’s third and final spacewalk on Dec. 24, the first spacewalk conducted on Christmas Eve day. First, they replaced an old reel-to-reel tape recorder with a solid state unit providing a 10-fold increase in recording capability and replaced a failed data transmitter. They installed seven new covers on Hubble’s electronics bay doors for added protection of the telescope’s insulation. This third spacewalk lasted eight hours eight minutes.

The next day, the STS-103 astronauts earned the distinction as the first space shuttle crew to spend Christmas Day in space. Clervoy grappled Hubble, lifted it out of the payload bay and released it to continue its mission. Hubble Space Telescope Program Manager John H. Campbell said after the release, “The spacecraft is being guided by its new gyros under the control of its brand new computer. [It] is now orbiting freely and is in fantastic shape.” After deploying Hubble, the astronauts enjoyed a well-deserved Christmas dinner, with Clervoy providing French delicacies. The crew spent Dec. 26 readying Discovery for its return to Earth, including testing its reaction control system thrusters and aerodynamic surfaces and stowing unneeded gear.

On Dec. 27, the astronauts donned their launch and entry suits and prepared for the return to Earth. They closed the payload bay doors and fired Discovery’s engines to bring them out of orbit. Just before landing, Kelly lowered the craft’s landing gear and Brown guided Discovery to a smooth night landing at KSC, concluding a flight of seven days, 23 hours, 11 minutes. They circled the Earth 119 times. The flight marked Discovery’s last solo flight as all its subsequent missions docked with the International Space Station. Workers at KSC began readying it for its next mission, STS-92 in October 2000.

      The Hubble Space Telescope continues to operate today, far exceeding the five-year life extension expected from the last of the servicing missions in 2009. Joined in space by the James Webb Space Telescope in 2021, the two instruments together continue to image the skies across a broad range of the electromagnetic spectrum to provide scientists with the tools to gain unprecedented insights into the universe and its formation.
