NASA and the military have shared strong connections since the agency’s early days. From the nation’s earliest aeronautic research and the recruitment of test pilot astronauts to modern-day technology development, satellite management, and planetary defense, NASA has built a longstanding partnership with the military.
This legacy of collaboration has created natural opportunities for former service members to join NASA’s ranks at the conclusion of their military careers.
Lewis Swain is one of the many veterans working at Johnson Space Center in Houston today. Swain was recruited by NASA contractor McDonnell Douglas after leaving the military in 1980. He commissioned as a second lieutenant and served in the Air Force for 12 years, flying nearly 200 combat missions during two tours in Vietnam.
“The shuttle program was starting, and they needed ex-military pilots to serve as simulation instructors,” he said. Swain specialized in control and propulsion systems instruction for several years before becoming the training team lead for shuttle missions. Following the Challenger accident in 1986, Swain transitioned to supporting the International Space Station Program and Return to Flight evaluations. He has been a civil servant since 1989 and a training facility manager since 2006.

John Smith was studying mechanical engineering at the University of Texas at El Paso when he made an impactful Johnson connection. “I met with a former flight director, Ms. Ginger Kerrick, at a career fair hosted by my university,” he said. “Pathways happened to be accepting applications at the time and she enthusiastically encouraged me to apply. I never expected to get a response, much less an offer. I couldn’t say yes fast enough when it came!”
For others, the NASA SkillBridge Program has been instrumental in transitioning from the military to civilian careers. The program connects individuals in their final months of military service with a NASA office or organization. SkillBridge fellows work anywhere from 90 to 180 days, contributing their unique skillsets to the agency while building their network and knowledge. Since fellows’ pay and benefits are provided by their military branch, their support comes at no additional cost to NASA.
Johnson hosted the agency’s first-ever SkillBridge fellow in spring 2019, paving the way for many others to follow. Albert Meza, an Air Force space professional, was among this first wave of service members at NASA.
Approaching retirement from the Air Force in November 2019, Meza planned to move his family back to Houston that summer, then join them in the fall once his military service ended. A colleague encouraged him to apply for SkillBridge because it would let Meza move with his family. Meza was skeptical, noting the military is not typically flexible on moves or timelines, but after a quick meeting with his commanding officer and finding a Johnson team to work with, he was on his way to Houston. “It was unbelievable,” he said. “It kind of fell into my lap.”

Images courtesy of Albert Meza Today Meza is a payload integration manager for NASA’s CLPS (Commercial Lunar Payload Services) program, working within the Exploration Architecture, Integration, and Science Directorate at Johnson. In this role, he acts as a liaison between payload teams and the vendor developing a lander to help ensure flight requirements are understood and met.
Meza is also one of SkillBridge’s on-site coordinators. He said that when he first arrived at Johnson, he realized the program was relatively unknown. “I thought, I need to take the responsibility for waving the flag for SkillBridge at NASA.” Meza works tirelessly to educate service members, military leaders, and NASA supervisors about the program’s benefits. He also emphasizes how easy it is for NASA supervisors to host a fellow. “You get someone for six months who is already disciplined, loyal, and has all of these highly trained credentials,” he said. “Any civil servant supervisor can host a SkillBridge fellow. The only real requirement is that the supervisor can provide IT assets and a work location.”
Johnson has hosted more than 25 SkillBridge fellows since the program’s inception. Many fellows have since accepted full-time positions with NASA, including Patricia “Trish” Elliston. Meza found her a SkillBridge position with the center’s Protective Services Division in spring 2023. Elliston relocated to Houston in 2020, a few years prior to her anticipated retirement from the U.S. Coast Guard. Living in Houston and interacting with numerous NASA employees, along with prior experience working with the agency in maritime safety, convinced Elliston that Johnson was the place for her.

Images courtesy of Trish Elliston “During my internship I networked as much as possible and made every effort to learn as much as I could so that I could be better prepared to start my civilian career,” Elliston said. “I worked hard and learned a lot, and when a job opportunity became available, I applied.” She now works as a cyber intelligence analyst within the Flight Operations Directorate.
Meza notes that SkillBridge is a transition program, not a hiring program, and that some fellows have not received a job offer or have decided to pursue other opportunities. What happens after a SkillBridge fellowship depends on each individual and whether they’ve demonstrated their potential and built relationships in a way that turns this ‘foot in the door’ into a full-time position.

The science, engineering, technology, and mathematics (STEM) writing challenge invites kindergarten through 12th grade students in the United States to learn about radioisotope power systems, a type of nuclear battery integral to many of NASA’s far-reaching space missions.
Students are invited to write an essay about a new nuclear-powered mission to any moon in the solar system they choose. Submissions are due Jan. 31, 2025.
With freezing temperatures, long nights, and deep craters that never see sunlight on many of these moons, including our own, missions to them could use a special kind of power: radioisotope power systems. These power systems have helped NASA explore the harshest, darkest, and dustiest parts of our solar system and enabled spacecraft to study its many moons.
“Sending spacecraft into space is hard, and it’s even harder sending them to the extreme environments surrounding the diverse moons in our solar system,” said Nicola Fox, associate administrator, Science Mission Directorate at NASA Headquarters in Washington. “NASA’s Power to Explore Student Challenge provides the incredible opportunity for our next generation – our future explorers – to design their own daring missions using science, technology, engineering, and mathematics to explore space and discover new science for the benefit of all, while also revealing incredible creative power within themselves. We cannot wait to see what the students dream up!”
Entries should detail where students would go, what they would explore, and how they would use radioisotope power systems to achieve mission success in a dusty, dark, or far away moon destination.
Judges will review entries in three grade-level categories: K-4, 5-8, and 9-12. Student entries are limited to 275 words and should address the mission destination, mission goals, and describe one of the student’s unique powers that will help the mission.
One grand prize winner from each grade category will receive a trip for two to NASA’s Glenn Research Center in Cleveland to learn about the people and technologies that enable NASA missions. Every student who submits an entry will receive a digital certificate and an invitation to a virtual event with NASA experts where they’ll learn about what powers the NASA workforce to dream big and explore.
Judges Needed
NASA and Future Engineers are seeking volunteers to help judge the thousands of contest entries anticipated submitted from around the country. Interested U.S. residents older than 18 can offer to volunteer approximately three hours to review submissions should register to judge at the Future Engineers website.
The Power to Explore Student Challenge is funded by the NASA Science Mission Directorate’s Radioisotope Power Systems Program Office and managed and administered by Future Engineers under the direction of the NASA Tournament Lab, a part of the Prizes, Challenges, and Crowdsourcing Program in NASA’s Space Technology Mission Directorate.

GLOBE Eclipse and Civil Air Patrol: An Astronomical Collaboration
The Civil Air Patrol (CAP) is a volunteer organization that serves as the official civilian auxiliary of the United States Air Force. The organization has an award-winning aerospace education program that promotes Science, Technology Engineering, & Mathematics (STEM)-related careers and activities. The total solar eclipse on 8 April 2024 was a unique opportunity to design a mission for cadets, senior members, and educators to collect atmospheric data in contribution the Global Learning and Observations to Benefit the Environment (GLOBE) Program’s GLOBE Eclipse protocol, for which a temporary tool in the GLOBE Observer app made it possible for volunteer observers to document and submit air temperature and cloud data during the eclipse.
For the first time ever, the CAP had cadets and senior members participating in a mission from every wing (US state), in addition to two US territories and 2 Canadian provinces. Over 400 teams with over 3,000 cadets and over 1,000 senior members collected air temperature, clouds, wind, and precipitation for a total of 4 hours before, during, and after the eclipse. This work was led by Capt. Shannon Babb who organized the mission with the aerospace education team led from the Rocky Mountain Region.
The collaboration between GLOBE Eclipse and CAP gave cadets the opportunity to do real, hands-on Earth science and be part of a mission alongside senior members. It also brought in over 40,000 students and more than 600 educators through the Civil Air Patrol’s education sites involving K-12 formal and informal educators at schools, youth organizations, museums and libraries. This unique collaboration was so successful, the CAP wants to continue doing missions alongside citizen science programs at NASA and the GLOBE Program. A 2025 mission is being formulated, focused on contrail formation using the strengths of the CAP in aeronautics and unique cloud observations made using the GLOBE Observer app. Results and announcements of 2025 mission plans were presented at the Civil Air Patrol National Conference on 16-17 August 2024 in San Antonio, Texas, USA.

Preparations for Next Moonwalk Simulations Underway (and Underwater)

NASA/Josh Valcarcel This spring, NASA published a document overviewing almost 200 technology areas requiring further development to meet future exploration, science, and other mission needs – and asked the aerospace community to rate their importance. The goal was to better integrate the community’s most pervasive technical challenges, or shortfalls, to help guide NASA’s space technology development and investments.
Today, NASA’s Space Technology Mission Directorate (STMD) released the 2024 Civil Space Shortfall Ranking document, integrating inputs from NASA mission directorates and centers, small and large industry organizations, government agencies, academia, and other interested individuals. STMD will use the inaugural list and annual updates as one of many factors to guide its technology development projects and investments.
“Identifying consensus among challenges across the aerospace industry will help us find solutions, together,” said NASA Associate Administrator Jim Free. “This is the groundwork for strengthening the nation’s technological capabilities to pave the way for new discoveries, economic opportunities, and scientific breakthroughs that benefit humanity.”
The integrated results show strong stakeholder agreement among the 30 most important shortfalls. At the top of the list is surviving and operating through the lunar night, when significant and sustained temperature drops make it difficult to run science experiments, rovers, habitats, and more. Solution technologies could include new power, thermal management, and motor systems. Second and third on the integrated list are the need for high-power energy generation on the Moon and Mars and high-performance spaceflight computing.
The inputs received are already igniting meaningful conversations to help us and our stakeholders make smarter decisions. We will refine the process and results annually to ensure we maintain a useful approach and tool that fosters resilience in our space technology endeavors.”

Highly rated capability areas in the top 20 included advanced habitation systems, autonomous systems and robotics, communications and navigation, power, avionics, and nuclear propulsion. Beyond the top quartile, stakeholder shortfall scores varied, likely aligning with their interests and expertise. With many shortfalls being interdependent, it emphasizes the need to make strategic investments across many areas to maintain U.S. leadership in space technology and drive economic growth.
STMD is evaluating its current technology development efforts against the integrated list to identify potential adjustments within its portfolio.
“This effort is an excellent example of our directorates working together to assess future architecture needs that will enable exploration and science for decades to come,” said Nujoud Merancy, deputy associate administrator for the Strategy and Architecture Office within NASA’s Exploration Systems Development Mission Directorate.
The 2024 results are based on 1,231 total responses, including 769 internal and 462 external responses. Twenty were consolidated responses, representing multiple individuals from the same organization. Once average shortfall scores were calculated for each organization, STMD grouped, totaled, and averaged scores for nine stakeholder groups and then applied pre-determined weights to each to create the overall ranking. In the document, NASA also published the ranked results for each stakeholder group based on the 2024 feedback.
The rankings are based on the numerical scores received and not responses to the open-ended questions. NASA anticipates the qualitative feedback will uncover additional insights and more.
NASA will host a webinar to overview the ranking process and results on July 26, 2024, at 2 p.m. EDT.

Credit: NASA The United States and Saudi Arabia signed a framework agreement that opens new possibilities for cooperation with NASA in areas such as space science, exploration, aeronautics, space operations, education, and Earth science.
NASA Administrator Bill Nelson signed on behalf of the U.S., and CEO of the Saudi Space Agency Mohammed bin Saud Al-Tamimi signed on behalf of the Kingdom of Saudi Arabia.
“Building on my visit to Saudi Arabia earlier this year, I look forward to strengthening our cooperation for the future of exploration,” said Nelson. “We are living in the golden era of exploration – one that is rooted in partnership. This new agreement outlines how we’ll work together, and explore together, for the benefit of humanity.”
Known as the “Framework Agreement Between the Government of the United States of America and the Government of The Kingdom of Saudi Arabia on Cooperation in Aeronautics and the Exploration and Use of Airspace and Outer Space for Peaceful Purposes,” it establishes the overall legal framework to facilitate and strengthen mutually beneficial collaboration between the two countries.
“The agreement represents a turning point in the Kingdom’s journey towards building a strong and prosperous space sector,” said Saudi Space Agency Chairman Abdullah bin Amer Al-Swaha. “It reflects the Kingdom’s firm commitment to progress and innovation in the field of space, and its continuous efforts to enhance its position as an important partner on the global stage for space exploration and scientific discovery.”
The agreement also acknowledges the importance of the Artemis Accords, which Saudi Arabia signed in July 2022, for the transparent, safe, and responsible exploration of space. The commitments of the Artemis Accords, and efforts by the signatories to advance implementation of all its principles, support NASA’s Artemis campaign with its partners and other activities of the accords signatories.
The signing comes two months after Nelson’s visit to Saudi Arabia, where he met with Saudi Space Agency and other senior officials to discuss future partnerships and civil space cooperation for the broader U.S. and Saudi Arabia relationship.
In May 2023, two Saudi mission specialists, Ali Alqarni and Rayyanah Barnawi, were among a group of Axiom Mission-2 private astronauts who launched into orbit aboard a SpaceX Dragon from NASA’s Kennedy Space Center in Florida, highlighting international cooperation. The Axiom Space astronauts conducted scientific research, outreach, and commercial activities aboard the International Space Station.
