Preparations for Next Moonwalk Simulations Underway (and Underwater)
The SpaceX Dragon Freedom spacecraft carrying NASA astronaut Nick Hague and Roscosmos cosmonaut Aleksandr Gorbunov approaches the International Space Station as it orbited 261 miles above Ontario, Canada, near James Bay. NASA published a new report Thursday highlighting 17 agency mechanisms that have directly and indirectly supported the development and growth of the U.S. commercial space sector for the benefit of humanity.
The report, titled Enabling America on the Space Frontier: The Evolution of NASA’s Commercial Space Development Toolkit, is available on the agency’s website.
“This is the most extensive and comprehensive historical analysis produced by NASA on how it has contributed to commercial space development over the decades,” said Alex MacDonald, NASA chief economist. “These efforts have given NASA regular access to space with companies, such as SpaceX and Rocket Lab, modernizing our communications infrastructure, and even led to the first private lunar lander thanks to Intuitive Machines. With commercial space growth accelerating, this report can help agency leaders and stakeholders assess the numerous mechanisms that the agency uses to support this growth, both now and in the future.”
Throughout its history, NASA has supported the development of the commercial space sector, not only leading the way in areas such as satellite communications, launch, and remote sensing, but also developing new contract and operational models to encourage commercial participation and growth. In the last three decades, NASA has seen the results of these efforts with commercial partners able to contribute more to missions across NASA domains, and increasingly innovative agency-led efforts to engage, nurture, and integrate these capabilities. These capabilities support the agency’s mission needs, and have seen a dramatic rise in importance, according to the report.
NASA has nurtured technology, companies, people, and ideas in the commercial space sector, contributing to the U.S. and global economies, across four distinct periods in the agency’s history:
1915–1960: NASA’s predecessor, the National Advisory Committee on Aeronautics (NACA), and NASA’s pre-Apollo years. 1961–1980: Apollo era. 1981–2010: Space shuttle era. 2011–present: Post-shuttle commercial era. Each of these time periods are defined by dominant technologies, programs, or economic trends further detailed in the report.
Though some of these mechanisms are relatively recent, others have been used throughout the history of NASA and NACA, leading to some overlap. The 17 mechanisms are as follows:
Contracts and Partnership Agreements Research and Technology Development (R&TD) Dissemination of Research and Scientific Data Education and Workforce Development Workforce External Engagement and Mobility Technology Transfer Technical Support Enabling Infrastructure Launch Direct In-Space Support Standards and Regulatory Framework Support Public Engagement Industry Engagement Venture Capital Engagement Market Stimulation Funding Economic Analysis and Due Diligence Capabilities Narrative Encouragement NASA supports commercial space development in everything from spaceflight to supply chains. Small satellite capabilities have inspired a new generation of space start-ups, while new, smaller rockets, as well as new programs are just starting. Examples include CLPS (Commercial Lunar Payload Services), commercial low Earth orbit destinations, human landing systems, commercial development of NASA spacesuits, and lunar terrain vehicles. The report also details many indirect ways the agency has contributed to the vibrance of commercial space, from economic analyses to student engagement.
The agency’s use of commercial capabilities has progressed from being the exception to the default method for many of its missions. The current post-shuttle era of NASA-supported commercial space development has seen a level of technical development comparable to the Apollo era’s Space Race. Deploying the 17 commercial space development mechanisms in the future are part of NASA’s mission to continue encouraging commercial space activities.

Space Science and Astrobiology Star: Maurice Valdez
Maurice Valdez is a system administrator, supporting desktop systems and website development for the Space Science and Astrobiology Division. Maurice is recognized for his focus and commitment to supporting the division’s scientific productivity by keeping systems compliant and functioning. His can-do attitude makes him instrumental in the success of the team, whether he is finding new solutions for hybrid meetings, fixing equipment, patching systems, or troubleshooting issues.

Niki Parenteau, a research scientist for the Exobiology Branch, embodies the true spirit of an interdisciplinary astrobiologist. She has applied her expertise to identify potential biosignatures of life on exoplanets and has taken a leading role in the project office for the development of the Habitable Worlds Observatory (HWO), where she facilitates collaborative efforts of Ames scientists across the division and shepherds the larger scientific community to enable observations of biosignatures with HWO.
Space Biosciences Star: Dori Myer
Archivist Dori Myer has made an outstanding contribution in the Flight Systems Implementation Branch’s multi-year effort to digitize and preserve institutional knowledge. Under her guidance, the records management team digitized tens of thousands of historical records, preserving the branch’s institutional knowledge for years to come. Her exceptional initiative and dedication have transformed our record management processes, ensuring the accessibility of NASA’s rich institutional knowledge while streamlining its access in the modern age.
Earth Science Star: Judy Alfter
Judy Alfter, a Deputy Project Manager in the Earth Science Project Office (ESPO), has excelled in her multi-faceted role during the field campaign for the Plankton, Aerosol, Cloud, ocean Ecosystem Post-launch Airborne eXperiment (PACE-PAX). Judy launched the deployment phase of PACE-PAX, leading the effort to set up Twin Otter flight operations at Marina Municipal Airport in California. Following this phase, she transitioned to Santa Barbara in California to support the mobilization of PACE-PAX ship operations and concluded deployment activities at NASA Armstrong Flight Research Center’s main campus as ESPO site manager for ER-2 flight operations.

If Digital Transformation were a ship, the vessel for delivering on our missions and ensuring smooth passage into the future, our final Digital Transformer of 2024 would be the captain. Growing up sailing with her father on the Chesapeake Bay, this transformer developed the navigation skills she now uses at NASA “with both clarity and precision, much like a sailor who understands the subtle shifts in the wind,” says Christina Haymes, DT Enterprise Integration Architect. “She knows how to watch the sea to find the invisible breeze,” notes Patrick Murphy, DT Portfolio Manager. “I admire how she operates as a leader both in calm and troubling seas to get us where we want to be.” Vision and leadership are just two of the many reasons why our December Digital Transformer, Jill Marlowe, stands at the helm of our ever-evolving journey.
Jill has dedicated over three decades to her career at NASA, starting as an engineer and evolving into her position as the Digital Transformation Officer. Her early sailing experiences led her to pursue ocean and aerospace engineering at Virginia Tech; an innate passion for continual growth led to subsequent master’s degrees in mechanical, civil, and environmental engineering. As Jill moved into leadership positions across NASA’s engineering organizations, divisions, and directorates, she realized that the technology she was instinctively using to transform her work could also help the agency overcome a wider range of challenges.
Her keen eye for cross-cutting solutions perfectly positioned her for the dynamic role of Digital Transformation Officer, diving into technical problems with engineers one day and strategizing with senior executives the next. Although she brings a rigorous technical background to the role, Jill most enjoys the creative and collaborative aspects. “It really gives me an opportunity to engage with a lot of earlier career folks who often are bringing some of these digital ideas into our workplace,” she says. “To me, it’s a very generative role, and that’s what I like the best about it.”
Jill commits to practicing what she preaches, strategically leveraging tools like Microsoft Teams and other M365 applications to build a culture of digital innovation and influence others to join the movement. Krista Kinnard, DT Culture and Communications Lead, says, “We work in a digital world with new tools that make our lives easier. Jill has really shown how the way we interact with each other matters and can be streamlined to drive our team to success.” Jill’s growth-oriented mindset drives her to stay on the cutting edge of new capabilities—always with the goal of enabling mission outcomes and increasing our capacity for partnership.

Digital Transformation Officer
Jill’s fervent belief in the power of collaboration is evident in the way she talks about her technical work, particularly with Digital Engineering (DE). “I am very excited about where we are with digital engineering at NASA and the progress Terry Hill and his team have made [toward] a unified engineering community,” says Jill. Through seed funding and ongoing support, Jill and the DT team grew Digital Engineering at NASA from initial prototype tests to an operationalized program within the Office of the Chief Engineer. In addition to the community’s alignment around a shared vision, Jill is proud of the team’s quantitative achievements in developing systems, tools, and approaches for digitalizing the engineering processes and adopting a common toolchain. “I feel like we’ve been talking about those kinds of ideas my entire career, and we’re this close to having this in the hands of the engineers across NASA so they can work together and with our partners in ways that we haven’t been able to before”
For Jill, the measure of DT’s success lies in the ability to enable more complex missions, collaborate more seamlessly with partners, and build more resilient systems that prepare us for the future. Under her leadership, DT facilitated the maturation of NASA Mission Cloud, a digital solution for capturing mission capability requirements and defining technology needs. In FY24, DT launched the new IT Modernization for Transformation (ITMX) fund and curated a $10M portfolio of enterprise solutions in data interoperability, federated search, digital engineering, cybersecurity, artificial intelligence, and more. By championing Digital Transformation at NASA and demonstrating its value, Jill paved the way for solutions that accelerate discovery and mission delivery.
Over her career, Jill forged bonds, championed innovation, and positioned the agency to leverage the ripple effects of her work long after her upcoming retirement in December. Her legacy, however, might be best summarized by the way she made people feel. “It sounds simple, but so many people are listening to respond, whereas Jill is listening to understand,” Krista says. The rest of DT leadership echoes this sentiment. “Jill has a deep knowledge of NASA and has built strong relationships across the agency. Most of all, I value her mentorship and friendship,” says Christina. Patrick puts it simply: “Collaborating with Jill is a joy.”
As she reflects on her time at the agency, Jill shares inspiring aspirations for NASA’s future and DT’s ability to carry us on that voyage. “When times are challenging, people want heroes. I think a lot of what NASA does is bring humanity together. When I think about those big expectations on NASA for the future and the technology that’s coming along that can make those dreams come true…it literally gives me chills.” She continues, “I encourage the continued community around Digital Transformation, the continued quest to find shared solutions to common challenges. Because I really do think that’s the way we’re going to get there from here.”

Earth Science Star: Forrest Melton
Forrest Melton serves as Senior Research Scientist with the Atmospheric Science Branch, and leads the OpenET consortium, which develops a unique satellite-driven support system for water resources management using six satellite-driven models and publicly available data from NASA, USGS and NOAA. OpenET currently provides data for 23 states in the western U.S., delivers data at daily, monthly, seasonal and annual timescales, and has become a necessary tool for domestic and international water managers and agricultural producers (feature story).
Space Science & Astrobiology Star: Ariel Deutsch
Ariel Deutsch is an early career planetary scientist in the Planetary Systems Branch for the Bay Area Environmental Research Institute. She is recognized for being invited to join the Artemis II Science Team to support the Artemis II Lunar Science Objectives. Her Lunar Data Analysis Program grant was selected to improve our understanding of the distribution and abundance of volatiles cold-trapped on the Moon, which include Artemis III candidate landing sites.
Space Science & Astrobiology Star: Dan Sirbu
Dan Sirbu is a key member of the Exoplanet Technologies group within the Astrophysics Branch. He currently serves as the principal investigator on the Photonic Integrated Circuit High-Contrast Imaging for Space Astronomy (AstroPIC) early career initiative, serves multiple roles on the Multi-Star Wavefront Control (MSWC) project, and is involved in outreach efforts. In recent months, Dan has been the primary operator performing MSWC testing, setting several new performance records demonstrating high contrast imaging of planets around binary stars. Dan’s work also advances NASA’s and humanity’s capability of imaging exoplanets in multi-star systems, including Alpha Centauri, the nearest star system to the Sun.
Space Biosciences Star: Chanel Idos
Chanel Idos serves as the ARC Resource Analyst for the Human Research Program (HRP) in the Space Biosciences Division. HRP is a multifaceted initiative encompassing six Elements and Offices at JSC and three Divisions across two Directorates at ARC. Her exceptional expertise, coupled with outstanding organizational skills and clear, effective communication, have been instrumental in ensuring the seamless operation of HRP activities at ARC. Chanel’s contributions have been pivotal in achieving excellent cost performance for FY24, positioning ARC to enter FY25 in an optimal state.

When Ariel Vargas joined NASA in 2023, he knew he wanted to make an impact. Despite his relatively short tenure, he has earned the reputation of a Digital Transformer in his work as a Network and ICAM (Identity, Credential, and Access Management) Service Integrator at Johnson Space Center (JSC). No matter the task at hand, Ariel is motivated by measurable transformation. “I wanted to have my fingerprint on something no matter what it was, big or small. To be able to see an impact,” he says. “And a lot of the things that I’m doing, both within my role and within Digital Transformation, I can see really flourishing already.”
In his current role, Ariel oversees the integration and management of various network services to ensure compliance and smooth operation. This includes the modernization of NASA’s Voice over Internet Protocol (VoIP) to consolidate the agency’s telephone systems and enhance wireless communications. He is involved in rolling out wall-to-wall wireless and coverage improvements on campus at JSC. Ariel also spearheads efforts in streamlining communications across NASA by integrating new capabilities into familiar platforms like Microsoft Teams. With these projects in progress, he aims to foster a more flexible, collaborative work environment aligned with Digital Transformation’s goal of inclusive teaming.
Ariel appreciates the cultural side of Digital Transformation, particularly the challenges involved in pursuing constant innovation. He recognizes that growth “often requires a period of adjustment, especially for those encountering new tools or methods for the first time.” Ariel strives to ensure cohesive collaboration across teams and centers in establishing interoperable architectures, processes, and tools. His team measures the impact of their transformation efforts by several metrics, including increased network performance and adoption rates of new tools and technologies. For instance, the VoIP modernization initiative aims to remove 50% of telephones at NASA centers. Of the over 1300 users affected by the NASA-wide service shut-off of non-compliant phones at JSC, only 6% reported issues post-implementation. This reflected a positive and proactive collaboration with users on finding alternative solutions and embracing future innovations.

Lynn Vernon, JSC’s Digital Transformation lead and Chief Engineer for IT, notes Ariel’s ability to engage with partners, understand their mission needs, and identify innovative solutions to barriers. “Ariel looks at things from a new perspective and is willing to ask ‘why’ or ‘why not.’ Why do we do it this way? Why not try this? He is consistently willing to explore new technologies and capabilities to transform the way we work,” says Lynn. Ariel’s passion for continuous improvement and learning positions him as a natural leader within the Digital Transformation community.
Ariel took a unique path to NASA and sees his prior experiences as building blocks toward becoming the Digital Transformer he is today. Although his upbringing in Florida near Cape Canaveral sparked an early interest in space, Ariel initially pursued pre-medicine after high school before transitioning into the Army. After his service, he joined NASA as an intern through the Department of Defense’s SkillBridge program, which offers career assistance to transitioning military personnel. His ability to learn NASA’s culture and demonstrate mission value quickly led to a full-time, civil servant position.
Between his initial interest in medicine, his service in the Army, and his current focus on digital transformation and technology, Ariel sees a common theme of problem-solving. “You have to figure out what the problem is, and you have to be up to date with the newest, the latest and greatest, to help solve these problems.” Ariel followed this thread to complete a master’s degree in computer science and is currently pursuing a doctorate in instructional design and performance technology. Even outside his work at NASA, Ariel pursues pathways that further his capacity as a champion of Digital Transformation initiatives.
Looking to the future, Ariel is excited by the possibility of supporting NASA’s space missions through AI and data integration. He is motivated by the prospect of seeing his current work make a difference in the near-term future. “I really believe in embracing changes and innovation and driving impactful results, being able to see it,” he says. Given his accomplishments of the past year, Ariel is well on his way to realizing the future he envisions.
