Workforce statement and memo to employees.

JPL statement issued on Feb. 6, 2024:

After exhausting all other measures to adjust to a lower budget from NASA, and in the absence of an FY24 appropriation from Congress, we have had to make the difficult decision to reduce the JPL workforce through layoffs. JPL staff has been advised that the workforce reduction will affect approximately 530 of our colleagues, an impact of about 8%, plus approximately 40 additional members of our contractor workforce. The impacts will occur across both technical and support areas of the Lab. These are painful but necessary adjustments that will enable us to adhere to our budget allocation while continuing our important work for NASA and our nation.

The following is the text of a memo sent earlier today from JPL Director Laurie Leshin to employees.

Dear Colleagues,

Today I’m writing to share some difficult news. While we still do not have an FY24 appropriation or the final word from Congress on our Mars Sample Return (MSR) budget allocation, we are now in a position where we must take further significant action to reduce our spending, which will result in layoffs of JPL employees and an additional release of contractors. These cuts are among the most challenging that we have had to make even as we have sought to reduce our spending in recent months.

The workforce reduction will affect approximately 530 of our JPL colleagues, an impact of about 8%, and approximately 40 additional members of our contractor workforce.

I am writing to share as much detail and clarity on our actions as I can, including reviewing the factors that have led to this decision, and our next steps. First, how we got here. Without an approved federal budget including final allocation for MSR FY24 funding levels, NASA previously directed JPL to plan for an MSR budget of $300M. This is consistent with the low end of congressional markups of NASA’s budget and a 63% decrease over the FY23 level. In response to this direction, and in an effort to protect our workforce, we implemented a hiring freeze, reduced MSR contracts, and implemented cuts to burden budgets across the Lab. Earlier this month, we further reduced spending by releasing some of our valued on-site contractors.

Unfortunately, those actions alone are not enough for us to make it through the remainder of the fiscal year. So in the absence of an appropriation, and as much as we wish we didn’t need to take this action, we must now move forward to protect against even deeper cuts later were we to wait.

To adjust to the much lower MSR budget levels in NASA’s direction to us, we must reduce our workforce in both technical and support areas of the Lab, and across different organizations. We must streamline our operations while maintaining a level of expertise, creativity, technical agility, and innovation that will enable us to continue to do vital work and deliver on our current missions, including MSR. As I have shared before, the decisions we are making and our path forward are based on our assessment of future mission needs and work requirements across the Lab.

I’d like to share some details about what to expect. Our desire in this process is that impacted employees quickly get to the point where they will receive personalized attention during this transition. In an effort to bring clarity to everyone as quickly as we can, the details of our workforce reductions will be communicated in a single day – tomorrow. We are sharing this information with you today so that you can make personal arrangements for working from home and plan your schedules to be available for the virtual workforce update meetings described below.

Given the challenge and scale of this workforce action, our approach has prioritized minimizing stress by notifying everyone quickly whether they are impacted or not. Then we can rapidly pivot to focus on providing opportunities for personalized support to our impacted colleagues, including scheduling dedicated time to discuss their benefits and several other forms of assistance.

For additional important details, please read the following information carefully:

1. I am directing most employees to work from home tomorrow, Wednesday, February 7, so everyone can be in a safe, comfortable environment on a stressful day. Most individuals will not be able to enter the Lab during this mandatory remote work day. A Lab access list has been created and those who will have access will be notified by email shortly. If you do not receive an email instructing you to be on Lab, please plan to work remotely, regardless of your telework agreement status. In addition, and to ensure we have everyone’s accurate contact information, I am also asking everyone to please review and update your personal email and phone number in Workday today.

2. Tomorrow, leadership (mostly at the Division and Directorate level) will hold brief mandatory virtual workforce update meetings with their JPL teams. You will each be invited to one of these. Please look out for those online meeting invitations and ensure your attendance. Meeting times will vary depending on the organization, but all will happen tomorrow. In those meetings, your managers will reiterate some of the details I’m sharing here, along with giving some insight into the impact of the layoff in that organization. Even those organizations that do not have impacted employees will be meeting to ensure we are all hearing the same information. Importantly, we will not be sharing any specifics about any individual employees who are impacted.

3. Just following their virtual workforce update meeting, every employee who was invited to the meeting will receive an email notifying them whether they are being impacted by the layoff or not. We encourage impacted employees to forward this email to their personal email account immediately, as NASA requires that access to JPL systems be shut off very shortly following the notification.

4. If your role is impacted, you will receive personalized information electronically, and you will be able to schedule discussions with trained professionals to review the information about your benefits and the transitional support options available to you. All impacted employees will continue to receive their base pay and benefits through their 60-day notice period, though they will not be on Lab or be expected to work during this time, unless specific transitional input is requested. If eligible, impacted employees will be offered a severance package as outlined in Caltech’s severance policy, transitional benefits including placement services, and other benefits resource information.

5. If you are not an impacted employee, following your virtual workforce update meeting, you will receive an email letting you know that you are not impacted by the workforce reduction. There will also be resources available for you. As we move forward, I am asking your leaders and managers to meet with you and your teams to address your questions and concerns as best they can, to create space where our teams can support each other, and reinforce access to additional resources. We will also be scheduling a Town Hall soon to share more information about our path forward, and offer space for discussion.

To our colleagues who will be leaving JPL, I want you to know how grateful I am for the exceptional contributions you have made to our mission and our community. Your talents leave a lasting mark on JPL. You will always be a part of our story and you have made a positive difference here.

This is by far the hardest action I have had to take since becoming Director of JPL, and I know I join all of you in wishing it was not necessary. We will always value our colleagues who are leaving the Laboratory and they will be missed as we go forward. For those continuing on JPL’s journey, we will come through this difficult time and keep moving ahead on our essential missions, research, and technology work for NASA and the nation.

Thank you for your support of one another in this challenging moment.

      Dear Colleagues,
      This is a message I had hoped not to have to write. I’m reaching out to share the difficult news that JPL will be taking a workforce action tomorrow, Nov. 13, resulting in a layoff of approximately 325 of our colleagues, or ~5% of our workforce. Despite this being incredibly difficult for our community, this number is lower than projected a few months ago thanks in part to the hard work of so many people across JPL. The workforce assessment conducted as part of this process has been both extensive and thorough, and although we can never have perfect insight into the future, I sincerely believe that after this action we will be at a more stable workforce level moving forward.
      How we got here:
      During our last town hall, I discussed our continued funding challenges and projections of what the potential impact on our workforce could look like. I shared that we had been working through multiple workforce scenarios to address the dynamic funding environment, and that we have been doing everything we can, in partnership with our colleagues at NASA and elsewhere, to minimize adverse effects on JPL’s capabilities and team.
      Unfortunately, despite all these efforts, we need to make one further workforce reduction to meet the available funding for FY’25. This reduction is spread across essentially all areas of the Lab including our technical, project, business, and support areas. We have taken seriously the need to re-size our workforce, whether direct-funded (project) or funded on overhead (burden). With lower budgets and based on the forecasted work ahead, we had to tighten our belts across the board, and you will see that reflected in the layoff impacts.
      As part of our workforce assessment and determining where reductions are being made, we have taken time to complete a full review of our competencies, future mission needs, and we have established guidance for our core capabilities across the Laboratory. We have worked closely with the Executive Council, division managers, project leadership and others to ensure we maintain the appropriate levels of technical expertise, capacity for innovation, and ability to deliver on an exciting future for JPL. Our focus will continue to be on empowering managers to support their teams through this action and equipping all of us with a variety of resources as we move forward together.
      Here are the details about what will happen tomorrow:
      Unless notified otherwise, all employees are required to work from home tomorrow Nov. 13, regardless of their telework status. Tomorrow you will be invited to a short, virtual, Lab-wide meeting with myself and Deputy Director Leslie Livesay at 9:30 a.m. We will relay the details of where we are in the process and what to expect. Please look out for the meeting notification that will follow this memo. There will not be organization-level notification meetings as in February. This one meeting will provide the information needed for the entire Lab at once.
      Our approach is to prioritize notifying everyone via email as quickly as possible whether their role is being affected by the layoff or not. Then we can rapidly shift to providing personalized support to our laid-off colleagues who are part of the workforce reduction, including offering dedicated time to discuss their benefits, and several other forms of assistance. Because of system limitations, the individual email notifications will take place over several hours tomorrow. A schedule of the notifications, which will occur by organization, will be shared in the virtual briefing tomorrow morning and also posted on JPL Space, the JPL HR Website, and Slack.       Our JPL Community:
      I know the absence of our colleagues will be acutely felt, especially after a very challenging year for the Lab. To those leaving JPL as a result of this action, we are grateful for your many vital contributions to JPL and to NASA. We will be here to support you during this time to ensure this transition is as smooth as possible.
      To reiterate to you all, I believe this is the last cross-Lab workforce action we will need to take in the foreseeable future. After this action, we will be at about 5,500 JPL regular employees. I believe this is a stable, supportable staffing level moving forward. While we can never be 100% certain of the future budget, we will be well positioned for the work ahead. This may not help much in this difficult moment, but I do want to be crystal clear with my thoughts and perspective. If we hold strong together, we will come through this, just as we have done during other turbulent times in JPL’s nearly 90-year history. Finally, even though the coming leadership transition at NASA may introduce both new uncertainties and new opportunities, this action would be happening regardless of the recent election outcome.
      While I know many of us are feeling anger or disappointment with this news, I encourage everyone to act with grace and empathy toward one another, and to lean on each other for support. I will be speaking with you again very soon to discuss our path ahead. Until then, know that we are an incredibly strong organization – our dazzling history, current achievements, and relentless commitment to exploration and discovery position us well for the future.

These areas will be further investigated through scientific and engineering study. NASA will continue to survey potential areas for missions following Artemis III, including areas beyond these nine regions.
      “Artemis will return humanity to the Moon and visit unexplored areas. NASA’s selection of these regions shows our commitment to landing crew safely near the lunar South Pole, where they will help uncover new scientific discoveries and learn to live on the lunar surface,” said Lakiesha Hawkins, assistant deputy associate administrator, Moon to Mars Program Office.
      NASA’s Cross Agency Site Selection Analysis team, working closely with science and industry partners, added, and excluded potential landing regions, which were assessed for their science value and mission availability.
      The refined candidate Artemis III lunar landing regions are, in no priority order:
      Peak near Cabeus B Haworth Malapert Massif Mons Mouton Plateau Mons Mouton Nobile Rim 1 Nobile Rim 2 de Gerlache Rim 2 Slater Plain These regions contain diverse geological characteristics and offer flexibility for mission availability. The lunar South Pole has never been explored by a crewed mission and contains permanently shadowed areas that can preserve resources, including water.
      “The Moon’s South Pole is a completely different environment than where we landed during the Apollo missions,” said Sarah Noble, Artemis lunar science lead at NASA Headquarters in Washington. “It offers access to some of the Moon’s oldest terrain, as well as cold, shadowed regions that may contain water and other compounds. Any of these landing regions will enable us to do amazing science and make new discoveries.”
      To select these landing regions, a multidisciplinary team of scientists and engineers analyzed the lunar South Pole region using data from NASA’s Lunar Reconnaissance Orbiter and a vast body of lunar science research. Factors in the selection process included science potential, launch window availability, terrain suitability, communication capabilities with Earth, and lighting conditions. Additionally, the team assessed the combined trajectory capabilities of NASA’s SLS (Space Launch System) rocket, the Orion spacecraft, and Starship HLS (Human Landing System) to ensure safe and accessible landing sites.
      The Artemis III geology team evaluated the landing regions for their scientific promise. Sites within each of the nine identified regions have the potential to provide key new insights into our understanding of rocky planets, lunar resources, and the history of our solar system.
      “Artemis III will be the first time that astronauts will land in the south polar region of the Moon. They will be flying on a new lander into a terrain that is unique from our past Apollo experience,” said Jacob Bleacher, NASA’s chief exploration scientist. “Finding the right locations for this historic moment begins with identifying safe places for this first landing, and then trying to match that with opportunities for science from this new place on the Moon.”
      NASA’s site assessment team will engage the lunar science community through conferences and workshops to gather data, build geologic maps, and assess the regional geology of eventual landing sites. The team also will continue surveying the entire lunar South Pole region for science value and mission availability for future Artemis missions. This will include planning for expanded science opportunities during Artemis IV, and suitability for the LTV (Lunar Terrain Vehicle) as part of Artemis V.
      The agency will select sites within regions for Artemis III after it identifies the mission’s target launch dates, which dictate transfer trajectories, or orbital paths, and surface environment conditions.
      Under NASA’s Artemis campaign, the agency will establish the foundation for long-term scientific exploration at the Moon, land the first woman, first person of color, and its first international partner astronaut on the lunar surface, and prepare for human expeditions to Mars for the benefit of all.

      The Sun goes through regular cycles of activity lasting approximately 11 years. During the most active part of the cycle, known as solar maximum, the Sun can unleash immense explosions of light, energy, and solar radiation, all of which create conditions known as space weather. Space weather can affect satellites and astronauts in space, as well as communications systems such as radio and GPS — and power grids on Earth. When the Sun is most active, space weather events become more frequent. Solar activity, such as the storm in May 2024, has sparked displays of aurora and led to impacts on satellites and infrastructure in recent months.
      NASA works as a research arm of the nation’s space weather effort. NASA observes the Sun and our space environment constantly with a fleet of spacecraft that study everything from the Sun’s activity to the solar atmosphere, and to the particles and magnetic fields in the space surrounding Earth. The NOAA Space Weather Prediction Center is the U.S. government’s official source for space weather forecasts, watches, warnings, and alerts.

      For some people, working for NASA is a lifelong dream. For others, it is an interesting and perhaps unexpected opportunity that comes up at just the right time and place.

      Everything from family ties and influential teachers to witnessing human spaceflight history and enjoying sci-fi entertainment has helped bring people of all backgrounds together at NASA’s Johnson Space Center in Houston. Several of them recently shared their inspiration to join the NASA team.

      “As a kid, I always had my head up looking at the stars. I loved astronomy and seeing videos of humans walking on the Moon fascinated me! I wanted to be the first female to walk on the Moon. When Star Wars came out, I wanted to build my own R2-D2 that could explore the galaxies. I was curious how things worked (so I could build a robot) and a cousin told me about engineering. That was the name for what I wanted to do! So, I went to the High School for Engineering Professions in Houston. The guidance counselor there told me about an opportunity to apply for a summer internship with NASA as a junior. I got in and I’ve worked with NASA as much as I could since I was 16 years old – internships and full-time positions. I may not get the chance to be an astronaut and walk on the Moon, but I know I will play a role in helping achieve that dream for another female and a person of color!”

I went to take your kid to work day and got to stand in front of a booster engine. I’ve wanted to work in the space industry ever since. Without that class and the professor (who had worked at Johnson) I wouldn’t be here today. I’m so glad my path led me here.       “Dad would take me to the viewing room of the original Mission Operations Control Room (MOCR) during the Apollo era. He was one of the people supporting MOCR in the Staff Support Room. I have worked at Johnson for 27 years [as a contractor] for Lockheed Martin, Hamilton Sundstrand, and Jacobs Technology.”

      “In early 1969, when I was a boy, my uncle visited the Johnson Space Center and brought back astronaut and mission photos of the recently completed Apollo 8 lunar orbiting mission. Those photos, coupled with a Saturn V rocket model I assembled, and the Time Life records and books about the Apollo space program my parents purchased for me, sparked my imagination. I knew I wanted to work for NASA one day. It wasn’t until many years later that that dream became a reality, when I joined NASA’s co-op program for college students during my second attempt to become an aeronautical engineer. After I graduated college, I began working full time as a civil servant engineer at Johnson.”

      “I remember watching Star Trek and Star Wars as a kid with my dad. I found some of his college notes in a box one day and thought the small, neat print on graph paper pads was really pretty. He went to the University of Texas at Austin to study astrophysics and engineering, but he never got to finish. Fast forward to 2022 and I find myself in Houston for an unknown amount of time, so I decided to go out and make some friends. I met a woman at a Geeky Game Night, and I learned that she was a food scientist at NASA! After talking some more, she told me to send her my resume. Later that week I received a call to set up an interview. I’m still in awe of how that one chance connection led me to my childhood dream of working at NASA.”

      “I grew up in a small agricultural village in India. My first introduction to spaceflight was reading Russian cosmonauts’ translated accounts of the Apollo-Soyuz Test Project as a young girl. I am still not sure whether my father picked that book for me on a whim or with a grand dream for his daughter, but it certainly had me hooked. However, I found my true calling to make human spaceflight safer and more efficient after witnessing the Columbia mishap. India, at the time, did not have a human spaceflight program. Thus started a 20-year-long grand adventure of seeking opportunities, pursuing them, immigrating to the United States, and finding my path to NASA, which culminated in a Pathways internship at Johnson.”
